Congressional China Caucus Formed on Capitol Hill

Washington, DC – Congressman Forbes announced today the formation of the Congressional China Caucus. Currently, China’s population of 1.3 billion is four times that of the United States. China’s economic output is expected to triple over the next 15 years, and its militarization efforts have raised concerns worldwide. The Congressional China Caucus is being formed to raise awareness on and serve as a forum of discussion for U.S.-China interests in the U.S. House of Representatives.

“With all eyes pealed on Iraq and terrorism, few truly have an understanding of the changing global trends that will be influencing America’s economy and defense in the coming decade,” Congressman Forbes said. “My colleagues and I are looking forward to starting serious discussion on China so we may better understand how their policies will impact America in the coming years.”

The purpose of the Congressional China Caucus is to provide a forum to bring Members of Congress together who share a common interest in the emergence of China as a political, economic and military actor on both the regional and global stage. The caucus will educate its members on issues pertaining to China or Chinese interests and will serve as a venue for discussion of such issues in the context of U.S. interests.

The following Members of Congress are charter members of the Congressional China Caucus: Congressman Ike Skelton (D-MO), Congressman Jim Cooper (D-TN), Congressman Joseph Crowley (D-NY), Congresswoman Jo Ann Davis (R-VA), Congressman Steve Pearce (R-NM), Congressman Sam Graves (R-MO), Congressman Jeff Miller (R-FL), and Congressman Frank Wolf (R-VA).

Earlier this year, Congressman J. Randy Forbes led a delegation of 10 Members of the US House of Representatives to the People’s Republic of China. The delegation’s purpose was to assess military and economic trends in China and their effect on American relations. While in China, Forbes toured Chinese military facilities, ports, steel mills, and shipyards; met with Chinese diplomats and officials; and met with American entrepreneurs in China. 美議院成立中國連線

以「正確認識中國」為號召，美國聯邦眾議院成立跨黨派的「中國連線」。第一批九位成員中，有三分之一同時也是「台灣連線」成員。

中國連線成立，接著美國與中共間展開國會高層互訪，說明了中共在美國國會的積極工作逐步收到成效。
知己知彼 傅伯士倡議成立

中國連線（China Caucus）係由眾議員傅伯士（Randy Forbes）倡議成立。這位來自維吉尼亞州的共和黨人在新聞稿中指出，近年來，美國各界的注意力都置於伊拉克、反恐、北韓、伊朗等議題，以致「幾乎沒有人真正瞭解全球變化的趨勢」。他說，這種趨勢就是「中國的變化，在未來十年會影響美國的經濟及防衛」。

他表示，據他觀察，中國已經盤算如何與美國打交道，可是美國似乎並沒有清楚規畫如何與中國交往。所以他及國會同僚希望藉由成立「中國連線」，促使各界認真思考有關中國的種種，以深入瞭解中國在未來世代對美國的影響，從而訂定對策。

傅伯士和同僚在廿七日舉行記者會。他說，中國人口是美國的四倍，中國國內生產毛額在未來十五年可望成長三倍，在國際政治的影響力與日俱增，軍事現代化也令全球矚目。他說，有了「中國連線」，國會將有更多、更深入的討論空間，共同研究中國崛起對區域及全球的影響。他說，也要邀請「最聰明的頭腦」來教育議員、啟迪大眾。

傅伯士是第三任議員，在司法、軍事等委員會裡很活躍。他告訴媒體，舉例說，美國對中國的貿易逆差已經達到美金一千六百億元，美國究竟如何應該如何看待，兩國究竟如何共同處理，是個重大議題。

三分之一成員 跨台灣連線

有人問，成立「中國連線」，是否意味著選邊？富比士回答說，沒有所謂「親中」或「反華」的問題，因為大家都是為了美國利益，所以需要更清楚的認清事實，讓立法及行政部門據以正確決斷。

今年元月間，傅伯士曾率領十位同僚訪問中國大陸。停留期間，參觀了軍事設施、鍊鋼廠、造船廠等，並與中方官員及美國企業界人士晤面，討論人權、仿冒、以及台海風險等議題。傅伯士個人尤其關注宗教自由議題，他本人每周在基督教浸信會教主日學，已持續廿餘年。

率先加入「中國連線」的史凱頓（民主黨、密蘇里州）在記者會上說，台灣海峽是「全世界最危險的地方」，因此美軍必須在亞太地區保持堅強的戰鬥力，以「制止冒險主義」，確保地區和平。

「中國連線」第一批成員共有九位，除富比士及史凱頓外，另外七位是：古柏（民主黨、田納西州）、克勞里（民主黨、紐約州）、喬．安．戴維斯（女，共和黨、維吉尼亞州）、皮爾斯（共和黨、新墨西哥州）、葛瑞維斯（共和黨、密蘇里州）、米勒（共和黨、佛羅里達州），以及伍爾夫（共和黨、維吉尼亞州）。其中戴維斯、葛瑞維斯、米勒等三位也是眾院「台灣連線」成員。

眾院台灣連線在三年前成立，目前成員已達一百四十一人。參院則在去年成立台灣連線，目前成員為十七人。國會的各種次級問政團體很多，較著名的有黑人連線、拉丁美洲裔連線等。富士比本人至少加入了十三個連線，包括「以色列」、「失蹤及受虐兒童」等。

在此同時，中共及美國間的國會互訪也將展開。參議院院會主席史蒂文斯（共和黨，阿拉斯加州）預計一、二個月內前往大陸訪問。他的正式職稱是「臨時議長」，因為參院議長是副總統，通常不到會，所以總是由「臨時議長」主持院會。史地蒂斯輩份很高，擔任參議員已卅六年；地位也很高，依據憲法是總統缺位時的第三順位代理人。他曾是抗戰時的十四航空隊（前身是「飛虎航空隊」）一員，獲中華民國政府頒發過勳章，對中國人有份特殊的感情。美國媒體曾報導說，中共近年大幅加強與美國國會交往，在駐美大使館有廿餘人負責這方面工作。這個數字如果屬實，幾乎是台北駐美代表處國會組人數的三倍。
