I admit that I was too naive!
I was dead wrong about the ownership of the Daxing mine. It turns out that the major owners of this mine are all local legislators from both lower house and upper house. The mine was a state owned business and went bankrupt in 1999. Later this mine was transferred to the hands of these local legislaters as a private business. It was designed to produce 30,000 tons of coals each year. Yet for the first half of this year, the mine had produced more than 50,000 tons. It has been shown that the mine has been illegally operated for years without the routine examinations from the local government.....
There is no need to tell the story behind it anymore....Every thing is clear......
I was naively thinking that probably attaching safety issues to local authority probably would make local government officials more responsible for their duties.
Now I suddenly realize that the only duty of theirs is to make money....for themselves.

Now again, I am asking: what's the solution and where is the solution?
Update: I thought every body lost for this accident. It turns out again that I am a naive person. Accorging to a report, local transportation companies have raised the price of tickets for profit because those migrant workers have to go home due to the massive discontinuing operations of illegal local mines after the accidents.
